The $14 per $100 cost cap, the $1500 maximum, the 62 day limit, the 50% of net pay rule and the two business day cancellation right come from the Payday Loans Act, 2008 and its regulations; the 35% top of installment lending comes from section 347 of the Criminal Code. A lender may charge less than a cap, and its cost of borrowing disclosure is the number you sign for.
